I like using water. A lot of folks get hung up on the medium and I've had people debate me on the validity of my water testing. And we've tested with pork ribs and wet pack as well just to quiet some of the debates. However, all of the testing is an over simplification of a real world event as well as a constriction of variability. We all know that a bullet will perform differently in water than it will in gel, or meat, or mud, or paper, or a human body. But it gives us something to discern its effectiveness AND it allows us to compare performance to other bullets and other calibers if we repeat the test under similar conditions.

I test my guns and ammo with water jugs and four layers of denim. I had some correspondance with Speer and the rep I emailed tod me that their bullet engineer said he thought it was "a fair test."
