Local authorities and SWAT do not enforce federal law, and therefore probably are not well versed in it. It's the ATF that says the vertical foregrip is not allowed on a pistol. Here is an open letter that they have posted. http://www.atf.treas.gov/firearms/041006-vert_grip.htm

It is unlikelly that any local authorities would say anything (like you mentioned) but if an ATF agent saw it, he might say something, though I have never heard of someone being prosecuted for a vertical foregrip allone...It's usually an add on charge if someone was raided.

You are 100% correct! I'm in the process of turning my PLR-16 into a SBR (it's another thread here) and I did a lot of research before sending in the paperwork to the ATF. A vertical grip on any handgun is a no-no unless you have the stamp from the ATF or convert the gun into a "rifle" like I'm doing. Some people get around it by adding a bi-pod to the fore end, like the one on Ruger's Charger pistol, that you can extend as a bi-pod but ALSO hold if want to.
